According to Article 30 of the Measures for the Administration of Pesticide Production Licensing, "These Measures shall be implemented as of August 1, 2017. Before the implementation of these measures, pesticide production enterprises that have obtained the approval certificate for pesticide production or the pesticide production license may continue to produce corresponding pesticide products within the validity period. If the period of validity expires and the production of pesticides needs to continue, the pesticide production enterprise shall apply to the provincial agricultural department for a pesticide production license 90 days before the expiration of the period of validity, in accordance with the provisions of these Measures. Where a pesticide registration certificate has been obtained before the implementation of these Measures, but no pesticide production approval certificate or pesticide production license has been obtained, and it is necessary to continue the production of pesticides, a pesticide production license shall be obtained within two years from the date of implementation of these Measures."
It can be seen that the deadline for the transition period is August 1, 2019. That is to say, after August 1, 2019, only enterprises that have registered certificates, or certificates of approval for pesticide production issued by the Ministry of Industry and Information Technology (designated sites), or production licenses of pesticide products issued by the General Administration of Quality Supervision and Inspection have expired have not obtained pesticide production licenses issued by the Agricultural and Rural Department of provinces, municipalities and autonomous regions (90 ahead of schedule). All pesticide registration certificates will be cancelled.
According to the latest registration policy requirement, "one enterprise, one certificate" is implemented. An enterprise can have multiple production addresses. In view of the change of the name list of the holders of the registration certificate, the Pesticide Verification Institute of the Ministry of Agriculture and Rural Areas will no longer accept the transfer of pesticide registration certificates among enterprises within the group after August 1, 2019.
Therefore, if the pesticide production enterprises want to continue to produce pesticides, they must obtain the pesticide production license issued by the provinces, municipalities and autonomous regions before August 1, 2019. There are many independent pesticide production enterprises within the pesticide production group, and they should make use of the favorable opportunities for the transfer of pesticide registration certificates among the enterprises within the group to make rational and scientific use of them. Integration of registration certificates for original drugs, preparations, dosage forms and varieties is conducive to giving full play to advantages, concentrating efforts and becoming bigger and stronger.
