On May 9, 2019, the U.S. government announced that, starting May 10, 2019, the tariff rate on goods imported from China with a list of $200 billion increased from 10% to 25%. The above measures led to the escalation of Sino-US economic and trade frictions, violated the consensus of the two sides on resolving trade differences through consultation, harmed the interests of both sides, and did not meet the general expectations of the international community.

In accordance with the Foreign Trade Law of the People's Republic of China, the Import and Export Tariff Regulations of the People's Republic of China and other basic principles of international law, the Tariff Principles Committee of the State Council decided to raise tariff rates on some imported goods originating in the United States from 10:00 on June 1, 2019. Relevant matters are hereby announced as follows:

1. To raise the tariff rate on some commodities in the Notice of the State Council Tariff and Tax Commission on imposing tariffs on imports originating in the United States of America of about 60 billion US dollars (the Notice of the Tax Commission [2018]), in accordance with the Notice of the State Council Tariff and Tax Commission on imposing tariffs on some imports originating in the United States (the second batch) (the Notice of the Tax Commission [20] 18 [6] The tax rate of the announcement shall be implemented. That is to say, an additional 25% tariff will be imposed on 2493 items listed in Annex 1, 20% on 1078 items listed in Annex 2, and 10% on 974 items listed in Annex 3. For 595 items listed in Annex 4, an additional 5% tariff is still imposed.

Agricultural List of Tariff Additions

1. Agricultural commodities levied 25% tariff: urea, potassium chloride, potassium sulfate, ammonium dihydrogen phosphate, NPK compound fertilizer, fertilizer with gross weight not exceeding 10 kg, retail packaging of pesticides, fungicides, herbicides, planters, fertilizer applicators, other harvesters, etc.

2. Agricultural commodities subject to 20% tariff: potassium phosphate (containing potassium dihydrogen phosphate), other phosphate, other agricultural or horticultural sprayers, dispersers, seeders, combine harvesters, potato harvesters, fruit graders, fungicides for non-retail packaging, etc.

3. Agricultural commodities subject to 10% tariff: ammonium sulfate, diammonium hydrogen phosphate (commonly known as American diammonium), organic surfactants, herbicides for non-retail packaging, plant growth regulators for non-retail packaging, fertilizer applicators, lawn mowers, vegetable processing machines, etc.

Four, levy 5% additional tariffs on agricultural commodities: other borates, organic and inorganic compound fertilizers, organic fertilizer without chemical treatment, other mineral potassium fertilizer and chemical potassium fertilizer, other nitrogen and phosphorus two yuan fertilizer, non retail packaging insecticides, plant growth regulators, rodenticides, other agricultural or horticultural sprayers, lawn, parks and other lawn mower, cane harvester, cotton picker and so on. .

Impact on Agricultural Products

It can be said that from June 1, the prices of fertilizers, pesticides, agricultural machinery and harvesters imported from the United States will rise substantially, ranging from 5% to 25%, especially the increase of fertilizers and pesticides by 25%.

The analysis shows that most of the sales of fertilizer-related enterprises in the United States in China belong to special fertilizers, and tariff imposition has a greater impact on them. As for pesticides, the 25% tariff has little effect on imported pesticides. The other three levels of tariff increase will have a certain impact on non-retail packaging.

In addition, from the tariff list, we can see that every year China imports a large number of foreign fruits, juices and other agricultural products from the United States to impose high tariffs, which is good for domestic fruits. At least the prices of domestic apples, oranges, grapes and cherries will rise, especially apples, citrus and so on. This will directly promote the level of fertilizer and medication in China's fruit industry.

As for the trade war launched by the US side, China has long expressed its attitude that it is unwilling to fight, but it is not afraid to fight, and it has to fight when necessary. Faced with the hard and soft hands of the United States, China has already given the answer: talk, open the door; fight, accompany to the end. After more than 5,000 years of ups and downs, what kind of situation has not been seen by the Chinese nation?! The trade war launched by the United States on China is just a ridge in the course of China's development. It is no big deal. China will firmly strengthen its confidence and face difficulties.
